Chris Laborde worked with the Matanuska-Susitna Borough, supporting the management of the Mat-Su Borough Emergency Management System and Emergency Operations Center. She managed the Center for Disease Control, (CDC) Medical-Counter Measures Program for the borough working with public, private, and native sectors in planning for medical distribution.
As an Emergency Program Manager with the State of Alaska, Department of Health and Social Service she managed the Center for Disease Control Public Health Emergency Programs (PHEP) and the Department of Health and Human Services Hospital Preparedness Program (HPP) grant activities and resources. Working with the Federal, State, and Alaska Native Public Health issues in disaster response planning, training, exercise, education and resource development.
Chris started her career at Federal Express (FedEx) as a courier/HazMat coordinator in Gaithersburg, Maryland and Dulles, Virginia. She worked closely with the National Institute of Health (NIH) and The American Type and Culture Collection in the shipment of biologics/viruses. While at FedEx she completed her bachelor’s degree in Law and Society from Hood College in Frederick, Maryland.
After the terrorist plane attach on 9-11 Chris started working for the federal government at the Transportation Security Administration (TSA). She worked in both the Transportation Sector as a Supervisor, Transportation Security Officer/Trainer and Program Analyst in the CBRNE Office, and in the Postal and Shipping Sector office.
Wanting to shorten her daily commute time, Chris transferred over to the Federal Emergency Management Agency (FEMA) as a training specialist at the Emergency Management Institute in Emmitsburg, MD. There she worked in the Integrated Emergency Management Course (IEMC) office. There she developed and controlled tabletop and functional EOC-based exercises including Operations, EOC, Policy and SIMCELL components. She was also a Homeland Security Exercise and Evaluation Program (HSEEP) trainer.
Chris is a Master Exercise Practitioner, graduating with the series II class in October 2004.
Chris recently moved from Anchorage, Alaska to the Sacramento, CA area with her wife. Leaving behind their two grown boys to finish college. She enjoys many activities including fishing, camping, and playing with their dog, Mya.
